Update: Emotions are still high in Baltimore. Police have formed a line to protect the scene.
Update: Fox News’ Leland Vittert interviewing “eye witness” on the scene. She says he was unarmed. Other witnesses are saying he reached in his pants and pulled a gun and then was shot.

The reports of a man being shot at North and Pennsylvania Ave are NOT true. Officers have arrested a man for a handgun at the location
